LCDR K. Riedl-Figueroa has served the US Public Health Service advancing the health of the nation through improving the health of various incarcerated populations.  She works in the management of infectious disease through prevention and control projects.  She discovered how wonderful it is to meet and work with other officers through the Scientific Training and Symposiums and other local COA community events.  LCDR Riedl-Figueroa was an active member of the local COA branch in Tacoma and is now proud to serve as your Interim President of the Evergreen Commissioned Officers Association.


CDR Johannes Hutauruk

CDR, USPHS


As a nurse officer in the USAF and now the U.S. Public Health Service, CDR Johannes Hutauruk brings almost 15 years of critical care nursing experience to the Center for Medicare and Medicaid Services (CMS) in both practice and process improvement, within both the private and government sector. After graduating with a BSN, he obtained his Masters in Healthcare Management/Informatics.  He worked as a staff RN at Arrowhead Regional Medical Center, CA in the MICU before commissioning in the USAF Nurse Corps where he served at both Travis and Nellis AFB.  He spent over 8 years in the USAF before commissioning as a USPHS officer in 2011 with the Indian Health Service (IHS) at Phoenix Indian Medical Center.  He currently serves CMS Kidney Community Emergency Response (KCER) Contracting Officer’s Representative (COR), and also serves as the CMS Devolution Emergency Response Group (DERG) lead for Essential Support Activities 2 (ESA 2).

LCDR Roger Liu



LCDR Roger Liu serves as a Contracting Officer’s Representative (COR) for the Centers for Medicare and Medicaid Services (CMS); Division of Community and Population Health (DCPH), Seattle Regional Office.  LCDR Liu monitors contracts whose scope of work promotes the quality of services provided to Medicare program beneficiaries throughout the nation.  Prior to CMS, LCDR Liu served as the Acting Chief Pharmacist in the Great Plains Area (GPA) of the Indian Health Service (IHS) at the Cheyenne River Health Center (CRHC) within rural Eagle Butte, South Dakota.  Eagle Butte is located in Ziebach county, one of the poorest counties in the nation. LCDR Liu had the privilege of collaborating extensively with the CRHC leadership team and working tirelessly to raise the health status of the American Indian and Alaska Native people at CRHC.  Outside of work, LCDR Liu enjoys traveling, hiking, cooking, spending time with friends, learning new skills, and generally enjoying life.
